Help the Senior Management Team (SMT) and the Country Director with all aspects of WCS Tanzania’s financial management. Additionally, this position oversees the coordination of all financial and accounting management tasks for the WCS Tanzania Country Programme (CP). It also makes sure that donor and legal requirements, GAAP, WCS financial policies and procedures, payments and receipts, cash management, and the accuracy and completeness of Tanzania CP financial accounts are all met.
Preparing accurate and comprehensive financial reports of all WCS operations in accordance with WCS accounting rules and procedures and relevant grant donor criteria is the responsibility of this function. The director of country finance and administration will take the lead in making sure that resources are acquired, protected, and used as intended.
Responsibilities:
Financial Planning and Budgeting
- Organize the yearly institutional financial planning process (BPC) and make sure that PIs (Project Investigators) have enough direction and assistance to create their annual plans and the national program budget in accordance with donor commitments and organizational regulations.Give WCS Tanzania the necessary resources to assist project and financial planning, as well as the oversight of these plans.
- Create and distribute the policies and guidelines required to assist with the planning and monitoring process.
- Make sure users receive sufficient explanations of the global planning tools, and assist them in using them by providing training and coaching.
- Assist the program directors and site coordinators in compiling all of the plans and proposals.
- Aids PIs in creating budgets for new proposals as well as CP budgets.
Finance management
- Approval of every hiring request (DE), purchase request (DAC), and document travel/travel permission (OM) pertaining to expenses for every location.
- Payment approval (allocation confirmation and financial supporting documentation, including vouchers for every payment)supervision of WCS Tanzania’s accountants and financial personnel, including bank and account reconciliations
- Examine the monthly records from SAP.Make that the balance sheet accounts are reconciled each month.
- In charge of creating the monthly budget for the New York cash requestExamining the financials in order to create customized service provider contracts
- Examine the financial documentation that service providers have provided.
- Collaborate closely with the administrative division to produce an accurate asset inventory list that includes all pertinent data needed for asset management.
Management, reporting and Budgetary Control
- In close collaboration with PIs and Finance Officers, analyze the nation program’s budgeting and burn rate, as well as the amounts allocated to each award, and make any required revisions.
- Supplying sufficient managerial and financial analysis for decision-making at year’s end
- Create and send the necessary schedules, monthly and annual reports, and accurate and timely reports to all contributors in a timely manner to the Head Office in New York.
- Oversee the financial controls for each project at the locations. Handle any correspondence and special funding requests coming from New York.
Internal Controls, Risk Management and Statutory compliance
- Make sure that the CP finance rules and procedures are implemented as needed to ensure compliance with local legislation, accounting standards, and changes introduced by WCS internationally.Make sure that when creating financial procedures and allocating responsibilities among positions, appropriate duty segregation is maintained.Assure adherence to all legal and regulatory obligations of the donors and local government, such as contract withholding taxes and per diem restrictions.
- Keep an eye on and make sure that all financial transactions are in accordance with tax laws and financial regulations.
- Make certain all information complies with WCS, donor, and PI information requirements and is relevant, accurate, and full. helps with the process of operationalizing and acclimating program workers to the updated policies and procedures through training and communication with them.
Audit
- Organize both external and internal audits.
- Verify all donor restrictions that are particular to each new contract.
- Staff employees receive instruction on particular donor criteria, and important processes are communicated.
- Verify that the financial supporting documentation complies with the audit specifications.
- If necessary, check the internal controls for finance on a regular basis, but at least once a year.
- Encourage the action plan’s implementation in order to address the suggestions made by the internal and external audits.
Cash / Treasury Management
- Track project cash flows in relation to your plans.
- Assist the Country Director in estimating the cash flow for the Country Program in a realistic manner.
- Serve as the guardian of the cash assets of WCS
- Pays and receives money in accordance with the rules of the WCS accounting system.
- Reconcile non-programme and offshore spending per month.
Funding & Grants Management
- Make sure that all funding requests are accurately valued, do not put the CP at undue risk, and that WCS full cost covering policies are followed by closely collaborating with the regional grants manager.
- Supports and evaluates the creation of financial plans for funding requests, keeps track of spending in relation to grant agreements, and collaborates with the SMT members and the country director to address any problems that may arise.
- Track spending against grant agreements and collaborate with the principal investigators to address any discrepancies.
- Make sure that the Budget Follow-Up (BFU) is created and updated for every grant.
- Examine the budget associated with a certain funding request to a given source.
- Make sure all procedures are followed for staff time, complete cost coverage, and support cost recovery.
Financial Systems
- Helps manage the CP financial systems (SAP) by making sure the data it collects is sufficient, correct, and thorough.
- Helps to resolve any technical problems that might be impeding financial systems’ ability to function effectively.
- Accountable for keeping track of and advising on how to resolve problems that occur in the SAP system in collaboration with the Regional Finance Manager.
- Makes certain that all SAP system operations are synchronized for efficient support, training, and upgrading.
- Assumes responsibility for overseeing the upkeep of financial systems, including supporting the setup of users and accounts, month-ends, year-ends, and data reconciliation with SAP.
Qualifications:
- A bachelor’s degree in accounting or a comparable accounting degree from an accredited university.
- Eight years of post-qualification experience is a minimum, two of which must be spent in senior management.
- Expertise in systems creation, cash flow management, and budget monitoring.
- Shown a solid and thorough understanding of Tanzanian tax law as well as GAAP, financial accounting, management accounting, and financial management.
- The candidate needs to hold an NBAA-recognized CPA (T), ACCA, or comparable professional qualification.
- Familiarity with an ERP system
- Excel proficiency is a must.
- Experience in people management is preferred.
