The 27 EU Member States’ Embassies and Consulates in Dar es Salaam collaborate closely with the EU Delegation to the United Republic of Tanzania and the East African Community. As an official diplomatic mission, we represent the European Union in all matters with the Tanzanian government that fall under the purview of the EU.

the Administrative Assistant (Local Agent Group 2) position in the Administration Section of the Delegation. There are sporadic unusual working hours and the crew comprises of thirteen individuals.

The recruited individual will be assigned responsibilities under this role based on the needs of the delegation and how those needs develop over time. The chosen applicant will work under the direction and control of the Head of Administration Section, offering assistance, knowledge, and support in the areas of administrative, financial, and logistical support as well as human resources.

Responsibilities

Administrative, financial and Logistical Support:

  • Administer authorizations for missions,
  • Help with contract execution, administration, and oversight
  • Before, during, or after work is completed and commodities are delivered, monitor, regulate, and inspect the various documentation produced by contractors; verify that invoices are accurate and in compliance with requirements.
  • Maintain order completion data and generate statistics
  • Helps the Account Clerk and the Head of Administration with budget requests, monitoring the execution of the budget and delegation of running costs.
  • Assist in managing mission reimbursements for every employee under delegation.

Management of HR Matters:

  • Ensuring proper protocols are followed during the recruitment and selection process.
  • Oversee the mission, training, and leave policies for every employee under delegation.
  • When hiring new employees, make sure they are placed in the appropriate group and phase.
  • Assisting with claims for medical reimbursement
  • Keeper of all HR-related concerns for the Assignment
  • Reserve for the Head of Administration in case of absence

Back-up and Support Function Procurement and Planning:

  • Help to guarantee efficient planning and general coordination of the section’s activities
  • Aid in the execution of procurement and tendering processes
  • Organizing and preparing all proposal and tender files
  • Arrangement of the procedures for opening and evaluation
  • Involvement on the opening and assessment committees
  • Responses to Offerors
  • Drafting addenda, contracts, etc.
  • Ex-ante/ex-post publicity
  • Verification of contract validity
  • Oversee the mission, training, and leave policies for every employee under delegation.
  • Reserve for the Head of Administration in case of absence

Protocol and Visits/Events:

  • Help with Protocol: visas, licenses, travel permits, vehicle plates, and removals
  • Interactions with the Foreign Affairs Ministry
  • Plan High-Level Visits with the assistance of the Political Section, the PA to the Ambassador, and the Head of Administration, working closely together to make sure everything is done (hotel reservations, inspection visits, airline tickets, venue reservations, extra cars and drivers, etc.).
  • Provide logistical and administrative support for the Delegation’s planned activities and events, including coordinating with contractors for Europe Day, the European Festival, dinners, cocktail parties, and get-togethers at the Residence, among other events.

Eligibility and Requirements

  • Qualifications: Academic diploma in Human Resources Management, Business Administration, Public Administration, or a similar field.
  • Professional experience: five years in administrative management, five years in human resources management, five years in procurement/tendering, and five years of experience dealing with embassies, non-governmental organizations, and international organizations.
  • Knowledge of languages: Proficiency in both English, swahili and also, another EU language (e.g., German, French) is a must. Understanding C1, being able to read C1, speaking C1, and being able to write C.
